Liberal Public Policies in Serbia

Public policy is a set of interrelated decisions and activities implemented by appropriate public authorities, aimed at resolving a specific problem of public interest.

The creation and implementation of a public policy can include: data collection and research on the current situation; creation of plans and strategies; adoption or amendment of laws, decrees, and lower legal acts; the conduct of public authorities at different levels during the implementation of the public policy; public and media promotion of the given policy; creation of analyses and research on the effects of public policy, etc.

Although the decision-making process, and therefore the responsibility within the creation and implementation of public policies, lies in the hands of public authorities, the inclusion of citizens and stakeholders in all phases is essential.

The core activity of the Foundation for Liberal Public Policy is the creation of public policy proposals in key areas for societal functioning, based on the analysis of existing problems, prior knowledge in the given field, and the selection of optimal solutions grounded in research, statistical indicators, and proven positive examples and experiences. In defining policies, we rely on the expertise of professionals with clear results in their field of work. In this process, we strive to involve interested citizens as much as possible—individuals and organizations most affected by the given policies. We primarily address future decision-makers in the political life of Serbia, from whom we expect the openness and democratic approach that are lacking today. We advocate for a significant shift in a society where politics at all levels, from high state issues to communal problems, is determined by daily political points, banal pandering to voters, particular needs, or the irrational—emotions, beliefs, traditions, and intuition.

We believe that the state of society can be systematically improved through knowledge, science, and critical thinking. For this reason, we advocate that public policies, which address various citizens’ problems, be formulated in accordance with scientific methods and precise data, with the ultimate goal of realizing the public interest.
