Within the general context of public administration reform in Serbia, expert, staffing, and organizational efforts must be directed toward identifying, defining, and applying baseline principles for improving public policy at the local government level. This primarily applies to the processes of decentralization and deconcentration to enhance the overall functioning of the local self-government system.
A prerequisite for realizing a democratic community at the local level is greater interaction between citizens and local government bodies. Modern local self-government must abandon one-way communication with citizens and move toward the co-creation of local public services together with citizens and business entities. The fundamental democratic prerequisite for practical local self-government reform is free and fair elections in which citizens, as voters in each local unit, can freely, lawfully, knowledgeably, and without fraud or theft elect their representatives in local government.
